This action defined the methodological approach, the so called “Cluster Approach” , based on creation of SMEs network, resources sharing, innovation development and knowledge exchange, Cluster Approach aims at increasing  local environmental skills and improving environmental performances both in the companies and at industrial area level.

This action start with an Overview on the experiences dealing with Cluster Approach, with reference both to the italian context and to the other EU memeber states.The Overview supported the development of the Guidelines, that describe the steps of the Cluster Approach aimed at facilitating and supporting the SMEs to achieve their environmental compliance.

The Cluster Approach has been presented during national and international events, but ECCELSA Partners have organised 5 workshops, one in each region involved in the project, to recieved feedbacks about its development. "Consensus Building" Report contains the outcomes of these events.
